Elin Mathisen is head of public procurement, and technology law at Berngaard/Sandbek.
Elin has vast experience in public procurement, IT-law, and general contract law. She has worked for two major publicly owned companies and has attained extensive experience in assisting both customers and suppliers.
Elin's competence on the public procurement regulations comprises both the regulations for classical sector and the utilities sector. Her experience covers all ranges of the procurement process, from developing procurement strategies, - documents and –contracts, to legal quality assurance of the various steps of the procurement process and assistance in appeal and dispute resolution.
Elin has comprehensive experience in IT contracts, representing both customers and suppliers. She has participated in major procurement of operational-, management- and development agreements, and follow-ups of such contracts throughout the contract period. She also has experience with most other types of agreements relevant to procurement and delivery of IT services, such as license agreements, SaaS, cloud services, and automation using robot technology (RPA).
Additionally, Elin has participated in major technology procurements, including several large and complex agreements for outsourcing of IT and other business processes. Her experience comprises most types of agreements that are relevant in delivery of IT services, such as operational-, maintenance- and development agreements, as well as licensing agreements, SaaS, cloud services and robotics (RPA).
